Conway Master Plan Development

DOWL has served as the civil engineer for five blocks of redevelopment in Portland’s Northwest district. These redevelopment projects have transformed vacant industrial and office areas into a vibrant mixed-use district including a grocer, office space, restaurants, retail, and apartments.

DOWL team members led the civil design and permitting for this project. The project required vacating public easements and rerouting a combination sewer line and franchise utilities for the multi-story parking garage excavation. DOWL team members also designed the public improvements and stormwater management facilities, and collaborated with the design team on the public plaza and connections through the sites.
