GCI Tower and Fiber Optic Permitting
Under a Master Service Agreement, DOWL is providing long-term regulatory compliance support to GCI for hundreds of communication towers and other infrastructure across Alaska. With the Federal Communications Commission as the lead federal agency, licensing of new towers and tower upgrades requires National Environmental Policy Act (NEPA) documentation. DOWL is conducting NEPA and Section 106 review and documents compliance measures and potential impacts. This effort primarily includes tribal consultation; research and documentation of existing cultural resources; State Historic Preservation Office concurrence; consultation with the United States Fish and Wildlife Service where threatened and endangered species are present; and assessment of wetland and floodplain resources. In addition, DOWL provides survey, geotechnical, and land use permitting services to GCI.
