DOWL provided project management/owner’s representative services for this $45 million, 80,000-square-foot expansion of a new facility containing a surgery center, primary care clinic, MRI, and parking garage. DOWL led project management activities, which included oversight of the architecture and engineering team for completion of the design. DOWL also served as the construction manager through a Construction Manager/General Contractor (CM/GC) process and authored and administered the selection and contract negotiations of the CM/GC contractor. During the construction phase, DOWL provided an on-site, three-person construction administration team and was the single point of contact for the City (owner) and PeaceHealth (operator). Construction administration responsibilities included managing the architecture, engineering, and commissioning resources during construction, as well as administering the CM/GC construction contract which included the change order process, project documentation, resolution of field problems, construction cost summaries, and cash flow reports. DOWL also provided services by assigning staff as quality assurance manager, project assistant, and specialty inspectors.
